Its designed for Role Playing Games, and with a few rules you can turn it into a very powerful language creator. One of its advantages is the format used for source files is plain ASCII text, so it's very quick to edit. Note also this software is freeware.
International Phonetic Association - The IPA is the major as well as the oldest representative organisation for phoneticians. It was established in 1886 in Paris. The aim of the IPA is to promote the scientific study of phonetics and the various practical applications of that science. In furtherance of this aim, the IPA provides the academic community world-wide with a notational standard for the phonetic representation of all languages - the International Phonetic Alphabet (also IPA). The latest version of the IPA Alphabet was published in 1993 (updated in 1996). The 1993 Alphabet derives from the IPA 1989 Kiel Convention.

IPA Keyboard Layout for Mac OS X - This is a link to download a keyboard layout for Mac OS X that will let you type IPA. Drop it in your ~/Library/Keyboard Layouts folder on OS X, check it in the International pref pane, and you can type IPA. Keystrokes for the most part correspond with X-SAMPA. Shift gives you characters represented by a capital letter, and Option gives you characters represented by a letter with a tick (`) or slash after it. Shift-, followed by a letter will get you a voiced implosive, Shift-. will get you the apostrophe for ejectives. Option-` then a character (specifically the one after a _ in X-SAMPA) will put diacritics on things. R, Shift-R, Option-R, Option-Shift-R, 4, Option-Y, Option-U, and Option-I will get you all the different rhotics and R-shaped characters. Option-Shift-S/Z gets you /s\/ and /z\/, since Option-S/Z are taken by /s`/ and /z`/.
